NOTICE OF RECEIPT OF BALLOT TITLE
Public Notice is hereby given that a ballot title for a measure referred by the Council of the City of Wilsonville has been filed with the City’s Election Official on August 6, 2026.
Notice is hereby given that on Tuesday, November 3, 2026, an election will be held in the City of Wilsonville, Clackamas County, and Washington County, Oregon. The following question shall be submitted to the qualified voters thereof:

Vote to approve the Wilsonville Town Center Development District.
QUESTION
Should the City adopt proposed Ordinance No. 905 establishing the Wilsonville Town Center Development District, an urban renewal district?
SUMMARY
This measure would approve adoption of Ordinance No. 905 establishing the Wilsonville Town Center Development District, an urban renewal district under Oregon law, to address blight and help fund improvements within the district boundary. The measure authorizes the use of tax increment financing (TIF), a funding tool available under Oregon's Urban Renewal laws. TIF is not a new tax or tax rate increase. Instead, future growth in assessed property values within the district generates revenue used to help fund eligible projects, while taxing districts continue receiving property tax revenues based on current assessed values.
The Town Center Development District proposes to help fund:
Gathering Spaces, Parking:
- Streetscapes, plazas for outdoor dining and events
- Parking facilities, traffic mitigation improvements
Small Business, Economic Development:
- Incentives for new restaurants, food carts, and small local businesses
Infrastructure:
- Landscaped streets, sidewalks, and other improvements supporting new development in Town Center
Plan Details:
- Maximum indebtedness (spending cap) of $152 million ($85.5 M in today's dollars)
- Structured as smaller borrowings over time
- 28-year duration
It has been determined by the Elections Officer that this referral complies with constitutional requirements. Any person who is dissatisfied with the ballot title provided may petition the Circuit Court to review the ballot title issued by the City of Wilsonville. The petition must name the City Council as respondent. The petition must also state the reasons the title filed with the court is insufficient, not concise or unfair.
The deadline for filing a petition is at or before 5 p.m. on August 17, 2026.
A registered voter who files a petition to review the ballot title must notify the City Recorder, in writing, that the petition has been filed no later than 5 p.m. on the next business day following the date the petition is filed.
