Housing our Future

Part of what makes Wilsonville a desirable community is its history of thoughtful and innovative residential planning. Wilsonville strives to be a community where residents and employees can afford to rent an apartment, buy a starter home, trade-up to a large home, downsize to a smaller home and then enjoy retirement in a home that allows them to age in place without ever leaving town.

Housing is more than just a place to live. For many, housing is also a place to work or a place to learn. Given this, access to housing is foundational to family success. Affordable, stable housing can help families meet their basic needs and build financial reserves for unforeseen expenses. Providing diverse housing sizes and types can help accommodate the many different households that might wish to locate in Wilsonville in the future, including households that have been historically excluded. Locating housing close to services, transit, parks, civic buildings, and retail opportunities can increase quality of life.

In 2020, City Council adopted the Equitable Housing Strategic Plan, establishing a  foundation for a more equitable housing future. The Plan includes five key actions to be implemented in the first two years after Plan adoption, along with additional long-term actions. Since adoption, several actions have been completed or are underway, including Middle Housing in Wilsonville, the Frog Pond East and South Master Plan, and the Vuela Transit-Oriented Development project.

Building on this work, in June 2025 City Council adopted a Housing Needs and Capacity Analysis and Housing Production Strategy.  These documents assess Wilsonville’s housing needs over the next 20 years and identify actions to help meet them.

  • The Housing Needs and Capacity Analysis concludes that Wilsonville has enough land for household growth over the next 20 years. However, ongoing affordability challenges indicate that Wilsonville will need a wider range of housing price points and types, including income-restricted housing, accessory dwelling units, townhouses, duplexes, triplexes, quadplexes, and multifamily buildings.
  • The Housing Production Strategy is a six-year action plan to help expand housing access, promote affordability, and encourage a diverse range of housing options. Building on the City’s prior work, it includes seven actions the City will explore to meet anticipated housing needs. This includes modifications to the City’s Comprehensive Plan and Development Code to promote housing variety, actions to support preservation of existing affordable housing, and strategies to lay the foundation for expanding Wilsonville’s housing programs over time.
