Groundwork - May 2025
a recurring column from the Economic Development Division

groundwork | noun | graʊndˌwɜrk
- a foundation; basis
- work that is done as a preparation for work that will be done later
Groundwork is a new column in the Boones Ferry Messenger dedicated to uncovering the behind-the-scenes efforts shaping Wilsonville’s economic future. From business growth and job creation to community investments and long-term planning, we’ll explore the big questions and ongoing work that make Wilsonville a great place to live and do business.
Challenges are also opportunities.
Wilsonville is laying the groundwork for long-term growth in two of the city’s most visible development areas.
Basalt Creek is on deck
In Basalt Creek, we’ve launched the Wilsonville Industrial Land Readiness (WILR) project to prepare 150 buildable acres for future job-generating development. With support from ECOnorthwest, this project will deliver clear policies, zoning updates, and an Economic Development Strategy that positions the area—and the city—for thoughtful, market-ready growth. We expect to adopt these changes by the end of 2025. In the meantime, we’re engaging regularly with landowners, developers, and partners to ensure the outcomes align with market needs and community goals.
Fry’s is back in play
Meanwhile, everyone’s favorite local mystery—“What’s going on with the Fry’s property?”—is now a little less mysterious. After a multi-year land use process, Home Depot’s effort to reuse the former Fry’s site was ultimately denied, a decision upheld by both the Land Use Board of Appeals and the Oregon Court of Appeals. The site is now officially back on the market. The City does not own or control the property, so development proposals on the site will be driven by the private market. Future redevelopment will be guided by the Town Center Plan, which envisions a walkable, mixed-use district.
Wilsonville’s future is taking shape—exciting things are sure to come to these two areas when economic conditions allow.
