Mayor Delivers State of the City; Council Adopts New Parking Guidelines

April 22, 2026 — At the April 20, 2026, meeting of the Wilsonville City Council, Mayor Shawn O’Neil delivered the annual State of the City address, sharing a summary of the Council’s recent work to move the City forward. The address called upon the community to work together and to build a more vibrant Wilsonville where future generations continue to feel welcome and enjoy a high quality of life.

The City Council adopted an amendment to City code that revises the definition of an abandoned vehicle, reducing the duration allowed for parking on public streets from 72 hours to 48 hours (except where otherwise noted).

To fund the delivery of unanticipated services and capital improvements, the City Council authorized a $1.5 million supplemental budget adjustment, as required by budget law, for the current fiscal year.

The Council agreed to extend the expiring employment agreement of City Attorney Amanda Guile-Hinman for two months, through the end of June, to allow additional time to negotiate and prepare a new, longer-term agreement.

To advance the Boeckman Creek Flow Mitigation Project, the Council authorized a $248,000 amendment to the City’s agreement with Brown and Caldwell to provide additional engineering consulting services. Construction is to begin this spring to restore the natural drainage patterns in the Coffee Lake and Boeckman Creek drainage basins and improve stormwater facilities.

The Council approved a $4.96 million contract with Knife River Corporation–Northwest to fund the Brown Road Improvements Project. The last transportation upgrade funded through the West Side Urban Renewal District, this project upgrades a 1,900-foot portion of Brown Road – from Wilsonville Road to Evergreen Drive – in alignment with current City roadway standards. The upgrades widen the roadway and improve safety and multi-modal connectivity by adding bike lanes, sidewalks, and turn lanes that accommodate access to adjacent neighborhoods.

The Council authorized the sole source procurement of Metereaders, LLC., to continue to provide water meter reading services monthly to generate accurate utility bills for Wilsonville’s residential and commercial customers.

At the work session held prior to the meeting, the City Attorney detailed the recent establishment of a pilot program that is funding a peer support specialist to aide community members experiencing or recovering from addiction or mental health challenges. The pilot program is funded for the next fiscal year with money the City received through a national opioid litigation settlement.

Community Development staff sought the Council’s feedback to refine the preferred design concept for the West Railroad Area within the Basalt Creek Planning Area. The project establishes preliminary land use, transportation access, natural resource integration, and zoning before future industrial development occurs.

For the Council’s benefit, Public Works staff detailed the City’s processes if/when it may become necessary to declare a local state of emergency.

The next regular meeting of the Wilsonville City Council takes place on Monday, May 4, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
