Jeanna Troha Selected to Serve as Next City Manager

February 19, 2026 — Following a nationwide recruitment effort, the Wilsonville City Council has selected the City’s long-time Assistant City Manager, Jeanna Troha, to replace retiring City Manager Bryan Cosgrove as the City’s chief administrative executive.

The selection was announced at tonight’s City Council meeting. GMP Consultants may now pursue an employment agreement with Troha, subject to the Council’s approval, to be completed before Cosgrove’s last scheduled day of employment on Mar. 31.

“What mattered most was trust,” Mayor Shawn O’Neil said of the Council’s unanimous decision to select Troha. “Those who work with her describe her as a leader who listens first, stays calm under pressure, and communicates clearly with both the Council and the public.”

Troha brings more than 25 years of municipal leadership experience to the position, including nearly two decades of service with the City of Wilsonville and senior leadership positions in Rockville, Md., and New Brighton, Minn. She has been a Wilsonville resident since joining the City as Assistant City Manager in 2007.

In her current capacity, Troha oversees the City’s Human Resources, Information Technology, Parks and Recreation, Library, Transit/Fleet, Law Enforcement, and Code Compliance divisions. Since June, she has also served as the City’s interim community development director. Previously, in 2011, she served as interim city manager for nearly six months prior to Cosgrove’s arrival.

Troha has managed multi-million-dollar budgets, led strategic planning efforts, negotiated collective bargaining agreements, driven organizational change, and served as liaison to key regional partners in public safety, fire, education, and infrastructure.

Upon beginning her tenure as city manager, Troha’s responsibilities will include oversight of the City’s day-to-day administrative operations, including budgeting, the appointment of department heads, and the implementation and support of City programs, policies, and services.

The selection of Troha ensures continuity of operations in Wilsonville, a city that has employed just two city managers – Arlene Loble (1991-2010) and Cosgrove (2011-present) – in the last 35 years.

A recruitment led by the City and GMP Consultants yielded a pool of nearly 50 candidates. The City Council met in executive sessions to narrow the field to three finalists; each finalist completed in-person interviews with City Councilors and a panel of the City’s leadership staff before the Council arrived at its decision.
