Council Reviews Polling Data, Considers Draft Ballot Title Ahead of Possible November Ballot Measure
July 21, 2026 — At the work session held prior to the July 20, 2026, City Council meeting, Wilsonville City Manager Jeanna Troha provided an update on the progress of Town Center communications efforts. She introduced consultants from Wright Public Affairs and Patinkin Research Strategies, who shared results from a statistically-valid phone survey conducted in June to gauge resident attitudes on topics related to Town Center development funding. Generally, results indicated that a plurality of voters were aware and supportive of the plan to address blighted areas within Town Center using tax increment financing.
Continuing the Town Center discussion, City Attorney Amanda Guile-Hinman presented draft ballot title language for Ordinance 905, which Wilsonville voters will be asked to consider in November should Council refer an ordinance to establish the Town Center Development District and provide a dedicated funding source to facilitate the revitalization of the Town Center area.
To advance the next phase of the City’s ongoing Housing Statutory Compliance project, Planning staff sought the Council’s input on proposed modifications to the City’s development code. While most revisions are prescriptive to ensure compliance with House Bill 2138, the modifications would also apply clear and objective tree removal standards to residential development.
At the regular meeting, following a public hearing, on first reading, the Council approved a zone map amendment. This action rezones nearly 33 acres of land owned by Sysco – from Future Development Agricultural-Holding (FDA-H) to Planned Development Industrial–Regionally Significant Industrial Area (PDI-RSIA) – to enable the expansion of Sysco’s local distribution facility. The proposed expansion includes 372,000 square feet of additional warehouse and distribution space.
The Council also approved a $1.91 million contract with WSP USA Inc. for engineering consulting services to advance the Boeckman Creek Sewer Interceptor and Trail project, which upsizes the existing interceptor line to serve development within Frog Pond neighborhood, restores the Gesellschaft Water Well Channel to address erosion and slope instability within the Boeckman Creek corridor, and constructs a paved shared-use path between Memorial Park and Boeckman Road that connects to the existing trail segments through Frog Pond West.
Additionally, the Council approved a $650,000 contract with Carollo Engineers, Inc., to serve as an Owners’ Representative in the selection of the next operator of the City’s Water Treatment Plant when the City’s current contract with Veolia expires in June 2028.
During Mayor’s Business, the City Council ratified a new two-year employment agreement, through April 2028, with City Attorney Amanda Guile-Hinman.
The next regular meeting of the Wilsonville City Council takes place on Monday, Aug. 3, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
