Council Receives 2026 Community Satisfaction Data, Authorizes Transit Boundary Talks

August 18, 2026At the August 17, 2026, meeting of the Wilsonville City Council, Administrative staff presented the results of the biennial National Community Survey, which gauges resident satisfaction across many facets to inform future planning and goal setting.

The statistically-valid survey generally indicates that Wilsonville residents feel safe, enjoy a high quality of life, and are highly satisfied with Wilsonville’s core services and amenities. Respondents saw room for improvement in some areas, including community design and affordability.

Additionally, the Council authorized staff to re-enter ongoing negotiations with TriMet regarding transit service boundaries, the Westside Express Service (WES) rail service, and other matters. Resolution would provide more consistency in service and establish a boundary for South Metro Area Regional Transit (SMART) that aligns with current and future Wilsonville city limits.

To enable SMART to continue to provide passengers with accurate real-time schedule information and free on-board Wi-Fi., the Council authorized a $760,000 contract with Via Mobility, LLC, to design, install, and implement updated hardware and software systems.

During Communications, Administration staff informed the Council of a new collaboration between the City’s Explore Wilsonville marketing arm and Wheel the World, an online travel platform that specializes in accessible tourism. The site helps people with mobility restrictions locate accessible hotels, restaurants, and attractions in cities around the world.

During Mayor’s Business, the Council ratified the appointment of Kamran Mesbah to the Planning Commission for a term that continues through Dec. 31, 2027.

During City Manager’s Business, City Manager Jeanna Troha informed the Council of an upcoming road closure. Beginning on Monday, Aug. 24, the southbound lane of Brown Rd., between Evergreen St. and Camelot St., will be closed for several weeks to accommodate the undergrounding of power lines by Portland General Electric. Only northbound vehicle traffic will be permitted during this period; pedestrian traffic will not be impacted.

During Legal Business, the Council authorized the City Attorney to pursue a settlement agreement to resolve construction warranty issues at the City Public Works Complex and to file a petition for review with the Court of Appeals regarding the approval of development near the Aurora Airport.

During the work session held prior to the regular meeting, Community Development staff received direction from Council to advance the Basalt Creek Master Plan (BCMP) and associated implementation package for formal consideration at a future meeting. The BCMP aims to establish the framework for long-term industrial and employment development in Wilsonville’s portion of the Basalt Creek Planning Area. This 10-to-20-year plan identifies the intended land use pattern, transportation network, water and sanitary sewer needs, infrastructure funding considerations, natural resource protections, and implementation measures needed to support development over time.

Legal staff received the Council’s approval to draft revisions to Chapter 1 of City code to establish streamlined, efficient, and clear procedures for the enforcement of code violations. Revisions would establish processes that aim to ensure that City staff and community members have the tools necessary to address public safety and livability concerns.

Because of the Labor Day holiday, the next regular meeting of the Wilsonville City Council takes place on Thursday, Sept. 10, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
