Council to Consider Referring Town Center Ballot Measure to Wilsonville Voters at Aug. 3 Meeting
July 31, 2026 — At a work session held by the Wilsonville City Council on July 30, Council members reviewed and provided feedback on proposed Ordinance No. 905, and related ballot title, explanatory statement, and exhibits.
The Council directed staff to include a resolution on the Aug. 3 Council meeting agenda that, if adopted by the Council, formally initiates the process of referring Ordinance No. 905 to the ballot for voters to adopt or reject in this year’s Nov. 3 general election.
Ordinance No. 905 would establish the Town Center Development District, an urban renewal district that would help fund public spaces and plazas; programs for food carts, small businesses, and other business incentive programs; and public infrastructure improvements within the Town Center Development District.
The Wilsonville Town Center Plan was adopted by the City Council in 2019 and amended in 2021. The Plan, informed by two years of public engagement activities, details the community’s vision for a more vibrant downtown district that yields housing, gathering places, shops, restaurants, and more as development opportunities occur over the next several decades.
In June, the City established a comprehensive website that provides Wilsonville voters with the Plan, associated documents, feasibility studies, a list of proposed projects, an explanation of urban renewal, answers to many frequently asked questions, and more.
