Council Backs Push to Ban Sale of Flavored Tobacco, Nicotine Products
September 22, 2026 — At the September 21, 2026, meeting of the Wilsonville City Council, the Council voted to back an effort undertaken by Oregon City to ban the retail sale of flavored tobacco and flavored synthetic nicotine products in Clackamas County. Similar ordinances have already been adopted in Washington and Multnomah Counties.
On second reading, the Council adopted amendments to the City’s Development Code that will prohibit development in the Wilsonville Town Center from seeking to exceed maximum permitted building heights under the City’s Town Center zoning regulations.
This amendment, pursued by the Council in response to community members’ concerns and recommended by the City’s Planning Commission, provides certainty as to the maximum building heights the City’s Code allows for future buildings developed within the Town Center as development occurs over time.
The Council and the Urban Renewal Agency Board approved the transfer of ownership of Creekside Woods from the URA to the City of Wilsonville. Continued ownership provides the City with certain authority and control to ensure that the property continues to support affordable senior housing.
During Communications, Lyn Whelchel, director of local social services provider Heart of the City, provided an update on the benefits realized by residents in need as a result of a $13,000 Wilsonville-Metro Community Enhancement Program Grant. The grant has improved the facility’s interior space and provided technology upgrades that helped patrons eliminate communication barriers and improve tech access and literacy.
During the work session held prior to the regular meeting, City Attorney Amanda Guile-Hinman continued a conversation from work sessions held on Aug. 17 and Sept. 10 on progress to update City code to establish streamlined, efficient, and clear procedures for enforcement of code violations.
Guile-Hinman detailed additional proposed revisions that align code with revisions discussed at previous work sessions to help ensure that City staff and community members are adequately equipped to address public safety and livability concerns. The revisions are tentatively scheduled to be considered for adoption by the Council in November. If adopted at that time, revisions would become effective on Jan. 1, 2027.
The next regular meeting of the Wilsonville City Council takes place on Monday, Oct. 5, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
