Council Advances Process to Reduce Maximum Building Heights in Town Center

June 17, 2026 — At the June 15, 2026 meeting of the Wilsonville City Council, the Council held a work session on maximum building heights in Town Center and directed staff to advance a plan to eliminate building height waivers as well as a bonus floor for properties that contain affordable units. The effect would be to limit buildings in Town Center to three to five stories, depending on their location in Town Center. Feedback from the Town Center Building Height Task Force and the Planning Commission helped inform Council’s discussion. Staff will prepare a draft ordinance for review by the Planning Commission and City Council. Public hearings will be held in the fall before final City Council action.

City Council adopted Resolution No. 3272, adopting the vote of the May 18, 2026 Primary Election as certified by the Clackamas and Washington County Clerks. The Resolution certifies that Measure 3-632 was passed by Wilsonville voters and will be adopted into the City Charter. Measure 3-632 requires voter notification and approval to create or substantially change Urban Renewal Plans.

During Communications, Mayor O’Neil and Environmental Specialist Jim Cartan presented three recipients with “Stormwater Stewards” Awards. The Stormwater Stewards Recognition Program was designed to acknowledge individuals and businesses who have been exceptional in the management of stormwater facilities on private property. This year’s awardees were Mike and Patti Lama in the Residential category, Pastor Jake Schwein of Grace Chapel in the Commercial category, and Sal Navarro and Cindy Rogers with Republic Services in the Industrial category.

On second reading, Council adopted Ordinance No. 903 that amends Wilsonville’s Development Code and Chapter 2 of City Code to ensure that the City’s residential land use review process complies with new State laws and the City’s State-approved Housing Production Strategy. Council also approved a related Resolution that revises the City’s fee schedule for administrative review applications and public hearings to align with the code amendments.

To advance the Coffee Creek – Day Road Sewer Extension Project, Council entered into a $489,000 contract with Century West Engineering to design of the sewer extension. It will serve properties south of Day Road in the 258-acre Coffee Creek industrial area and properties to the north of Day Road in Basalt Creak industrial area. The sewer project is needed before for development in the regionally significant industrial areas.

For the Stafford Road Improvements Project, Council approved a $1.64 million amendment to the contract with DOWL, LLC. The amendment adds additional work to prepare for construction. The project will upgrade approximately 2,600 feet of Stafford Road to a “major arterial” standard with urban-level design to improve safety and multi-modal access.

In 2024, Clackamas County awarded the City with $499,600 from regional Supportive Housing Services funds for services to help individuals experiencing homelessness in Wilsonville. Council approved an amendment to provide an additional year of services and receive $249,800 from the County for the work, which is performed by Wilsonville Community Sharing and Heart of the City. Services offered include motel vouchers, gas and clothing vouchers, auto repair services, and financial literacy training.

City Council agreed to extend the expiring employment agreement of City Attorney Amanda Guile-Hinman for two months, through the end of August, to allow additional time to negotiate and prepare a new, longer-term agreement.

At the work session held prior to the meeting, Council heard an update on proposed revisions to the City’s nuisance code as part of the Council’s goal on public safety. The focus is on noxious vegetation, property appearance, noise, and other chronic livability issues. Council directed staff to prepare draft revisions to Chapter 1 of the City Code for future adoption, with an expected effective date of January 1, 2027.

During Mayor’s Business, Mayor Shawn O’Neil noted the upcoming Juneteenth Celebration, Korean War Remembrance Ceremony, and Fourth of July Concert and Laser Light Show. He also proclaimed July to be Parks and Recreation Month and June 22-28 as Pollinator Week in Wilsonville.

Council ratified the following appointments to City Boards and Commissions: reappointing David Altman and Aaron Harris and appointing Susan Hanson to the Arts, Culture, and Heritage Commission for terms beginning July 1, 2026 and ending June 30, 2029; reappointing Sarah Ebersole and appointing Leann Scotch to the Library Board for terms beginning July 1, 2026 and ending June 30, 2030; reappointing Elaine Owen, Gus Castaneda, and Sungim Park to the Tourism Promotion Committee for terms beginning July 1, 2026 and ending June 30, 2029; and appointing James Warram to the Wilsonville-Metro Community Enhancement Committee for a term beginning July 1, 2026 and ending June 30, 2029.
