Community Invited to Public Reception to Meet City Manager Candidates

February 10, 2026 — The City of Wilsonville is inviting community members to attend a public reception to meet the three candidates under consideration to serve as Wilsonville’s next City Manager. This event takes place at City Hall Council Chambers (29799 SW Town Center Loop E.) this Thursday, Feb. 12, 5-7 pm.

A nationwide recruitment, led by the City and GMP Consultants, yielded a pool of about 50 candidates. The City Council has narrowed the candidate pool to three finalists: Tim W. Johnson, Andrew P. Gray, and Jeanna Troha.

Andrew P. Gray is a senior executive and U. S. Air Force Reserve Colonel currently serving as Wing Commander of the 940th Air Refueling Wing at Beale Air Force Base, where he provides leadership to more than 700 personnel and overseeing aerial refueling operations supporting national defense missions. He has commanded multiple operational groups, directed multi-squadron aviation units, and advised senior leaders and governing bodies on performance, budgeting, and strategic initiatives while strengthening organizational culture and community partnerships.

Tim W. Johnson is a veteran public sector executive with more than 20 years of senior leadership experience in city and county government who has served as County Administrator for Lincoln County, Oregon; Interim City Manager for Milton-Freewater, Oregon; and Director of the Mayor’s Office of Economic Development in Federal Way, Washington. Johnson has managed budgets exceeding $190 million, overseen hundreds of employees, and directed significant capital improvement projects, including courthouse, fairgrounds, and community facility developments.

Jeanna Troha has more than 25 years of municipal leadership experience, including nearly two decades of service with the City of Wilsonville. As Assistant City Manager, she oversees the City’s Human Resources, Information Technology, Parks and Recreation, Library, Transit/Fleet, Law Enforcement, and Code Compliance divisions. She has led strategic planning efforts, negotiated collective bargaining agreements, driven organizational change, and served as liaison to key regional partners. Troha previously held senior leadership roles with the cities of New Brighton, Minn., and Rockville, Md.

All three finalists are scheduled to engage in interviews with City Council members and select staff members prior to Thursday’s public reception.

The City Manager oversees the City’s day-to-day administrative operations, including budgeting, the appointment of department heads, and the effective implementation of programs and services for the community’s benefit. The appointment of the City Manager is solely the responsibility of the Wilsonville City Council.

Wilsonville’s current City Manager, Bryan Cosgrove, is retiring from public service at the end of March after 15 years as the City’s chief executive. Cosgrove joined the City in June 2011, succeeding Arlene Loble, who held the position from 1991 through 2010.
