City Council Adopts Review of Town Center Building Height Waivers
March 3, 2026 — At the March 2, 2026, meeting of the Wilsonville City Council, the Council authorized the establishment of a limited-duration task force to review and consider revisions to Wilsonville Town Center zoning code that pertains to a provision allowing waivers to maximum building height in some circumstances. The Council is seeking to address community members’ concerns about the maximum allowable height of multi-use residences that could be developed within Town Center.
The Council also approved a strategic public communications plan, developed by CFM Advocates, to educate the community about the Town Center Plan and urban renewal financing. The plan will provide clear information to help community members understand how the Town Center Plan could be implemented and to clarify how urban renewal could be used to support new development consistent with the Plan’s vision for a vibrant neighborhood that includes residential development, shops, restaurants, and gathering places.
Following a public hearing, on first reading, the Council approved an ordinance adopting the 2026 Economic Opportunities Analysis (EOA) and accompanying Economic Development Strategy (EDS) as a sub-element of the City’s Comprehensive Plan. The EOA evaluates employment land capacity for the next 20 years and ensures compliance with state planning goals. The EDS provides targeted actions to attract high-quality employers, remove barriers to development, and guide City investments and partnerships. Together, these documents establish a long-range framework to support Wilsonville’s long-term economic vitality and livability.
The Council approved a $411,000 contract with S-2 Contractors to complete crack sealing on several roadways. The project will seal about 115,000 linear feet of cracks and 16,100 square feet of pavement spot repairs to extend the life of the City’s residential roadways.
Additionally, the Council approved a $4.4 million contract with Interlaken, Inc., to complete construction of the Boeckman Creek Flow Mitigation Project, which removes creek embankment, culvert and flow control structure at Boeckman Road and restores the Boeckman Creek stream channel for fish passage and to restore the natural drainage patterns in the Coffee Lake and Boeckman Creek drainage basins.
The Council authorized a financing contract with Business Oregon that provides a $250,000 forgivable loan to fund the design of the Basalt Creek-Day Road Sewer Extension, which is necessary to support future industrial development in both Coffee Creek and Basalt Creek industrial areas.
At the work session held prior to the meeting, Legal staff shared the framework of draft revisions to City Code that support community livability by aiding the City’s enforcement of graffiti vandalism and establishing more stringent guidelines to discourage parking Recreational Vehicles (RV) for more than 48 hours or abandoning vehicles parking in public areas for an extended period of time. The Council encouraged the City to incorporate a pilot program offering a cash reward for individuals providing information leading to apprehension of graffiti vandals.
The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Mar. 16, at 7 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
